Audio Hijack + Loopback from Rogue Amoeba. Great combination. Not cheap, but excellent.

FineTune lets you to choose, boost audio output per apps. And this is what they say in their GitHub page: FineTune, a macOS menu bar app for per-app volume control, multi-device output, audio routing, and 10-band EQ. Free and open-source alternative to SoundSource. Maybe take a look at it :)

It gave me a warning since I'm on beta 27 golden gate and sound source hasn't been tested on it yet.
